I believe the answer is: whomever the president appoints and congress confirms
The president of the United States have the full right to appoint pesonal choice to fill several crucial positions in the Government while the senate only has the power to advice the President.
Several positions that included in this list are: the Vice president, the Supreme Court Justice, The Speaker of the house, The secretary of Defense, etc.
