The rules for dividing negative numbers is the same as multiplying them. It's almost just like dividing positive numbers.

First, you ignore the signs and just divide the digits. Then, if it’s negative discussed by negative or positive divided by positive, your quotient is positive. If it’s negative divided by positive or positive divided by negative, your quotient is negative. For example -28 divided by -4 is 7 but -28 divided by 4 is -7.
