I am not exactly sure if this is right or not but I think the answer is 1/36. Because each bag you have 1/6 of a chance to choose the correct number. But when you combine to bags with tiles number 1 of 6, you have less of a chance to pick 2 and 3.

there is a 1/6 probability of drawing a 2 from the first bag, and a 1/6 probability of drawing a 3 from the second bag. Because these two bags don't affect each other, that means that the answer is 1/36 probability of getting a 2 from the first bad and a 3 from the second.
