The equation of the circle:

[tex](x-h)^2+(y-k)^2=r^2[/tex]

(h, k) - center

r - radius

We have:

[tex]r=10\\(-3,\ 6)\to h=-3,\ k=6[/tex]

Substitute:

[tex](x-(-3))^2+(y-6)^2=10^2\\\\(x+3)^2+(y-6)^2=100[/tex]
