The point-slope form:

[tex]y-y_1=m(x-x_1)[/tex]

We have:

[tex](9,\ 3)\to x_1=9,\ y_1=3\\\\m=-\dfrac{1}{3}[/tex]

Substitute

[tex]y-3=-\dfrac{1}{3}(x-9)[/tex]
