The correct answer is:

In 1833 investors got a charter for the Georgia Railroad which would run from Athens to Augusta.

The Georgia Railroad was chartered in Augusta, Georgia, by an association of Athens citizens lead by James Camak, to construct a railroad from Augusta to Athens with a branch to Madison. In 1835, the charter was improved to incorporate banking. When the railroad eventually opened in 1845, J. Edgar Thomson was the Chief Engineer and Richard Peters was the first Superintendent.
