When lactose and glucose are present, the bacteria will metabolize it preferentially: it does not need the enzymes necessary for lactose metabolism. This implies the existence of another regulatory mechanism that is called catabolic repression. It is only when the glucose concentration decreases that the lactose metabolism becomes necessary.
