12x - 9y = -15

Let's divide both sides by 3.

4x - 3y = -5

The other equation is

-4x - 8y = -28

Adding equations,

-11y = -33

y = 3

4x = 3y - 5 = 3(3) - 5 = 4

x = 1

Answer: x=1, y=3

Check:

12(1)-9(3)=-15, good

-4(1) - 8(3) = -28, good
