On June 12, 1776, the Virginia Assembly adopted the Declaration on the Rights of Virginia Citizens, most of which were written by George Mason.
The Declaration linked ideas about citizens' natural rights with specific guarantees for their protection against abuse by the government.
The document contained the fundamental freedoms that the English had fought for since Magna Carta.
These rights included the right to a reasonable bail for parole, humane punishment, as well as a speedy trial with a verdict handed down by citizens to the defendant.
The Virginia Declaration provided for the organization of civilian paramilitary forces in place of the regular military, as well as freedom of the press and religion. That document was a model for the charter of rights in other states and later for the federal charter of rights.
