f(x-3) =a(x-3)+b = ax+b-3a.....(*)

given    :  f(x-3) = 0.2x-0.6...(**)

by (*) and(**) :  a= 0.2    and   b-3a = - 0.6

b-3(0.2) = - 0.6

so : b=0

conclusion : f(x) = 0.2x
