2y = -4x + 3

Divide by 2

y = -2x + 3/2

Parallel means in the new slope intercept form there will still be -2x.

y = -2x + b (enter in points ( 0, 1.5 ) )

1.5 = 0 + b

b = 1.5

y = -2x + 1.5 ( just an example of a line parallel to 4x + 2y = 3 )
