The writers of the constitution added the bill of rights to fulfill free speech and liberty to the government or against it.

Explanation:

Basically they made the bill of rights to even out power, so the government does not have the upper hand. Freedom of speech, freedom of religion, freedom to gun ownership, freedom of press, etc.. If that makes sense.
