While initially dismissed by the great powers of Europe, the Monroe Doctrine became the mainstay of U.S. foreign policy. U.S. in 1823. President James Monroe has declared the U.S. guardian of the Western Hemisphere by preventing European powers from colonizing additional territories in the Americas.
