Answer: Demeter is excluded from Zeus’s decision regarding their daughter; her power is inexistent. Similarly to Ancient Greek society when the parents arranged a marriage for the daughter at a very young age, Zeus arranges the marriage for Persephone and Hades. He sends her, unwillingly, to the Underworld to be with Hades.
