This question seems kinda useless, as it will round to one of these two numbers, but no matter!
When it asks what is in the middle, it is looking for the average. (38000+39000)/2=38500
Since this is the middle, we are looking for this rounded to the nearest thousand. 38500 rounds to 39000, so the answer is 39000.
