Thaddeus Stevens suggested that former confederate states were to be treated as territories so they could individually learn and understand the value of freedom and so as to prevent any conflicts with the states. This plan would allow the states to slowly become accustomed to the Constitution and would also prevent the South from having too much influence in the government.
