Answer:

Someone would bully another person because they believe that it makes them look cool, or popular.

Another reason someone would bully another person is because it makes them think higher of themselves. For example, let us just say that the bullies grandfather thinks low of the bully and expresses it towards him, then the bully will go and make someone else feel lower towards themselves to make him (the bully) feel better.
