y = 2x - 9

The slope is 2 since it is parallel to one another. We know that y = 2x + b. So we plug in 4 for x since it passed through (4, -1) and we get -1 = 8 + b. Subtract 8 from bother sides we get b = -9 so all together your new equation is y = 2x - 9
