slope = (-1 - 7) / (0 - (-2) = -8/2 = -4

y = mx + b
slope(m) = -4
use either ofur points (0,-1)...x = 0 and y = -1
now we sub and find b, the y int
-1 = -4(0) + b
-1 = b

so ur equation is : y = -4x - 1 or if u need it in standard form, it is 
4x + y = -1
