When extrapolating the sentence, “We the people…” it makes me think of the the individuals who make up the democracy in our country. “…The people…” are individuals who want to be equally represented, in this matter, this is why these individuals make up the democracy. Without the people, there is no government that attends only to the individuals who are protected in the United States Constitution.
