why aren't the natural resources available in Nepal properly used​

Well, they don't necessarily utilize the natural resources as there are lots of major problems in the development of mineral sources in Nepal, exploration, and exploitation. A few things that I can think of that could be the cause of this would most likely be their lack of advanced technology, inadequate supply of energy, or lack of finance (or investments) etc.
