Roosevelt most likely tries to create the emotion of awareness and necessity in his four freedom speeches.

What is a necessity?

This is most known o be a state or an act of being required. A state of things that forces certain actions.

Hence, we can see that in Roosevelt's speech, he tried to make Americans see the necessity of getting involved in a war.
