When focusing on muscular size or endurance, how long should you rest in between sets?

not too long but just enough so that your muscles can relax. I would say no less than 15 seconds but no more than 45 seconds

I would say no longer than one minute. maybe around 30 seconds is a good amount of time to let your muscles relax for a bit.
