There are two main reasons why a bouncing ball rise to a lower height with each bounce: 1) because every time it hits the ground it encounters friction, which slows it down, and every time it rises from the ground it encounters air resistance.
With every bounce, the ball loses energy, transferring it into the ground. The ball exerting energy on the ground causes the ground to exert energy on the ball and send it back up but since the ball loses energy it doesn't rise back up as much
