y = 1/3x - 2....slope here is 1/3. A parallel line will have the same slope.

y = mx + b
slope(m) = 1/3
(-5,-4)...x = -5 and y = -4
now sub and find b, the y int
-4 = 1/3(-5) + b
-4 = -5/3 + b
-4 + 5/3 = b
-12/3 + 5/3 = b
- 7/3 = b

so ur line is : y = 1/3x - 7/3 <==
