The Mayflower Compact had a strong effect on government, because it was one of the items that generated the American sentiment of freedom and self-government, which eventually,down the road led to the Revolutionary War. The Mayflower Compact was signed by Englishman fleeing religious prosecution, on their way to their colony in Virginia, where they declared they were free of rule from England and would establish their own government.
