Two lines that are parallel have the same slope.

The given line, x = -14, is a vertical one.  Its slope (rise/run) is undefined due to division by zero.  Any line parallel to x = -14 is also vertical.  Since the new line goes through (-4,2), the equation of the new line is x = -4.
