The speed of the snail equals how far it travels in an hour.

If it travels 1/40 of a mile in 1/2 an hour then it travels 2/40 of a mile in 1 hour. 

We can simplify 2/40 to 1/20 as well which makes the speed of the snail = 1/20 of a mile per hour.
