In George Orwell's "1984", the conclussions we can draw about O'Brien and the Inner Party from the apartment are that members of the Inner Party enjoy and accumulate more compensating comforts and material luxuries than either the Outer Party or the proles do: the floors are carpeted, the telescreen can be switched off...

However, the members of the Inner Party live under constant surveillance and they do not enjoy the same human rights and personal freedoms as the proles do.
