we know that

[ratio of dogs to cats]=[quantity of dogs]/[quantity of cats]
ratio of dogs to cats=3/1
quantity of dogs=12
quantity of cats=?
[quantity of cats]=[quantity of dogs]/[ratio]-------> 12/(3/1)-----> 4

the answer is
there are 4 cats
